Electric car ownership is easier for those who can fit dedicated charging plugs on driveways outside their homes.
But those without access to their own drive could struggle to top-up their vehicles overnight.
Last month, the Department for Transport and Office for Zero Emission Vehicles confirmed it will consider cutting red tape around electric car charging stations.
Under current rules, homeowners have to pay hundreds in application fees, which can act as a barrier to taking it up.
But the new guidelines are expected to axe strict rules, giving renters and motorists without driveways access to cheaper charging.
