(CNN) - President Donald Trump could unveil a plan to address rising health care costs as soon as Monday.

According to three people familiar with the matter, the timing and content of the proposal could change, but it appears to address expiring Affordable Care Act subsidies.

KFF estimates the cost of premiums could more than double if the pandemic-era assistance ends.

Democrats said their government shutdown fight was an attempt to stop that from happening.

The Senate is set to vote next month on a related bill.
