For the second time in a week, a federal law enforcement operation drew protesters in St. Paul on Tuesday.

The latest operation happened on the 600 block of Rose Avenue East — a residential area in the city’s Payne-Phalen neighborhood.

There was no immediate confirmation about the nature of the operation, but an MPR News photographer captured images of federal agents on the scene, including at least three from Homeland Security Investigations, which is part of U.S. Immigration and Customs Enforcement. At least two people were seen in custody.

St. Paul police were also at the scene, but it was not immediately clear whether they were involved in the federal operation or if they were there for crowd control.
