Indy's first proposed outdoor drinking district in Irvington cleared a major hurdle Tuesday, despite the concerns of some residents who fear the changes will bring nuisances and safety issues to the historic neighborhood.

Indianapolis City-County Councilor Andy Nielsen spearheaded proposals to create a designated outdoor refreshment area, or DORA, in Irvington and to allow up to seven DORAs in Indianapolis — the maximum number permitted in an Indiana city under a 2023 state law . So far, however, other neighborhood leaders and their respective councilors say they're biding their time to see what happens in Irvington.

The council's Rules and Public Policy Committee voted unanimously Nov. 25 in favor of the DORA proposals, and the full council will take a final vote Dec. 1. If passe
