An Albia man has been arrested on charges related to a crash that killed a 15-year-old from Des Moines .

Kaelin Mikel Meinders, 23, turned himself in to the Polk County Jail on Wednesday, Nov. 26, after arrest warrants were issued in the death of Santiago “Santi” Rhone, according to a Polk County Sheriff’s Office news release.
