KHARKIV, Ukraine and LONDON — U.S. Special Envoy Steve Witkoff is set to travel to Moscow on Monday to present a peace proposal to Russian President Vladimir Putin. This visit follows discussions with a high-level Ukrainian delegation in Florida aimed at finding a resolution to the ongoing conflict in Ukraine.
The peace plan, which has been tentatively supported by Ukraine, is a revised 19-point framework. This new proposal is an amendment of an earlier 28-point plan that had raised concerns among Ukrainian and European officials due to its perceived bias toward Russia. Witkoff's meeting with Putin is seen as a critical moment for the Trump administration's efforts to negotiate an end to the war.
Despite the diplomatic efforts, expectations for a breakthrough remain low. Putin has previously indicated a reluctance to compromise, insisting that Ukraine must withdraw from territories he claims. He has described negotiations with Ukrainian President Volodymyr Zelenskyy as “pointless” and suggested that Russia is making sufficient progress on the battlefield.
Zelenskyy is also engaged in discussions in Paris with French President Emmanuel Macron, where they are expected to address the ongoing negotiations with the U.S. Zelenskyy stated on social media that his team in Florida had reported back on the main parameters discussed, but he is awaiting a full briefing.
U.S. Secretary of State Marco Rubio, who participated in the Florida talks, described the next steps in the negotiations as “delicate.” He emphasized the complexity of the situation, noting that multiple parties are involved. Rubio stated, “We have a pretty good understanding of their views as well.”
The meeting at Shell Bay Golf Course in Hallandale Beach lasted about two hours and was characterized as productive by officials from both sides. However, no specific agreements were disclosed, and it remains unclear if any significant progress was made on contentious issues.
The discussions included security guarantees for Ukraine and the fate of billions of dollars in Russian assets frozen by Western nations. The issue of these frozen assets is considered crucial for Russia. However, there was no indication of progress regarding Russia's demand for Ukraine to surrender unoccupied territory in the Donbas region.
Rubio remarked on the productive nature of the talks, stating, “I think there is a shared vision here that this is not just about ending the war... it is about securing Ukraine’s future.”
As Witkoff prepares for his meeting with Putin, analysts have noted skepticism among Russian military bloggers regarding any potential compromise on territorial demands. The Kremlin has expressed cautious interest in the amended peace plan but has also reiterated its military objectives in Ukraine.
The upcoming discussions in Moscow will be closely watched as the international community seeks a resolution to the conflict that has persisted for nearly four years.
