A developer plans to redevelop the southern half of the former Packard Plant on Detroit's east side, Mayor Mike Duggan's office said Monday morning.

The announcement in a news release marks a milestone for the plant, which once was the site of luxury automaking but whose deterioration had once become a symbol of Detroit in decline.
