Home Forward, the Portland-area housing authority, said Monday it will cut staff amid a $35 million budget deficit.

A spokesperson told The Oregonian/OregonLive that a dozen positions will be “impacted” by the fiscal year 2026 budget deficit, which the housing authority attributes to federal cutbacks and rapidly rising operations and maintenance costs across its affordable housing portfolio.

Some staff members will bump to other positions or move into vacant roles, according to spokesperson Rylee Ahnen, while others be laid off. Home Forward employs 359 full-time equivalent workers, Ahnen said.

Home Forward serves approximately 7,000 households through the Section 8 housing voucher program and administers thousands of low-income apartments.
