The Joplin City Council approved on first reading a memorandum of understanding with the Friends of Joplin Memorial Hall, which is working to save the downtown building.

The council voted 9-0 to send the memorandum to second reading at the next City Council meeting even as members discussed some sticking points in the agreement. ×
