A Wilmington, Del. man has been arrested after, police claim, he was found with a firearm, over 100 rounds of ammunition, an armored ballistic plate and a notebook with outlines for a potential attack on law enforcement officers at the University of Delaware during a traffic stop last week.

According to police, 25-year-old Luqmaan Khan, of Wilmington, Del., was arrested and charged with possessing a machine gun and related offenses following a traffic stop that happened at about 11:47 p.m. on Monday, Nov. 24, 2025.

At that time, officials said, police initiated a traffic stop after Khan was, allegedly found operating a white Toyota Tacoma in Canby Park West after hours.
