Henry McMaster issued an executive order on Dec. 3 that directs all state agencies and departments to "comply with the Equal Protection Clause by not discriminating based on race in any procurement or contract matter." This means that state agencies should not take race into consideration in future budgetary or contractual decisions. According to McMaster's office, the order is prospective, and state agencies should not breach existing contracts.
