Michael Anthony Skinner was arrested after a high speed chase in Corvallis, Oregon, during which he crashed into two vehicles and attempted to spit on medical staff while being taken into custody for charges of DUII, failure to perform duties of a driver, recklessly endangering another person, and aggravated harassment.
