Two men, Carlos Montoya Giron and Jocsan Soto Montoya, have been charged with conspiracy to distribute and possess 400 grams or more of a fentanyl mixture after investigators found hundreds of grams of the drug in a Gresham apartment. A third person, a 16-year-old, was also found inside the apartment and told police that he sold about $800 worth of fentanyl per day in downtown Portland. The investigation began after a confidential informant told investigators that one of the men was using the name "Richard" to arrange fentanyl deals using a cell phone.
