Cuts to housing aid have made it unclear to service providers how Brown County residents without a home will get temporary shelter through the federal Continuum of Care program meant to end homelessness.
These Continuum of Care dollars have historically been doled out to four area nonprofits serving Brown County residents: Golden House , a domestic abuse treatment center; NEWCAP , an anti-poverty nonprofit; Wise Women Gathering Place , an anti-violence nonprofit for women; and House of Hope , an emergency shelter for families.
