Delaware Auditor Lydia York on Thursday, December 4, 2025, released the results of a performance audit on the Diamond State Port Corporation (DSPC), the state agency that owns the Port of Wilmington.
York said the audit was for the period from 2021 to 2025 during which the Port changed operators from Gulftainer (GT USA) to Enstructure, and covering a time period during which the Port received over $200 million in state funds.
York's office said it's the most comprehensive independent review of DSPC’s operations since the State of Delaware purchased the Port of Wilmington in 1995.
