An Arkansas mother is facing felony charges after investigators said she arranged the kidnapping of her 22-year-old developmentally delayed daughter as a lesson on safety.

Tammi Hamby was arrested Wednesday along with three others and is facing felony charges of conspiracy to commit kidnapping and endangering the welfare of an incompetent person, according to Crawford County arrest affidavits. She resigned from the Crawford County Library Board on Nov. 24, citing a move out of the district in her resignation letter.

Her husband, Dr. Jeffrey Hamby, is currently not facing criminal charges. Investigators said he did not know about the kidnapping plan until after it happened. He told sister station 40/29 the incident was intended as a warning to their daughter, whom he described as having s
