ST. CHARLES COUNTY, Mo. (First Alert 4) - A St. Charles County couple is accused of abusing three children.

According to court documents, the Children’s Division started an investigation after a child arrived at school with a significant laceration. After the suspects did not go to the school or seek appropriate treatment, a welfare check of the home took place.

During the welfare check, investigators reported hazardous and unsanitary living conditions, including a strong smell of urine, no bedding on mattresses and a large amount of dirty dishes and debris covering surfaces. They also reported that the kitchen cabinets and refrigerator were secured with child-proof locks that prevented them from getting food. The adults said that the locks were necessary to “control” food access.
