VAN BUREN -- Four people -- including the victim's mother -- face identical charges formally filed late Friday due to an incident in which an adult with developmental disabilities was kidnapped and left tied to a tree in a rural area.
The plan was to use this Nov. 17 mock kidnapping "as a scare tactic due to her talking to strangers online," according to an arrest affidavit in the case.
Tamara J. "Tammi" Hamby, 59, of North Rudy Road in Rudy, is charged with conspiring to kidnapping, first-degree false imprisonment, abuse of an endangered or impaired person, third-degree battery and second-degree terroristic threatening, according to Crawford County Circuit Court records.
Facing identical charges as Hamby are David Q. Quach, 26, of Chad Coltey Boulevard in Fort Smith; Nico L. Austria, 2
