Three toddlers were found living in “deplorable” conditions and “eating their own feces” inside a Pennsylvania home, State Police announced on Monday, Dec. 8.

Troopers opened an investigation after a ChildLine report alleged neglect of three children — a 3-year-old and twin 2-year-olds — at a home on the 900 block of High Street in White Deer Township, Union County, on Friday, Nov. 7 at 11:55 a.m., according to the release.

When investigators arrived, they found the children in “filthy conditions,” including two who were “covered in, playing in, and eating their own feces,” police said. All three children were removed from the home.

Their caregivers were identified as Josephine Carr, 22, and Christan Waldo, 37, both of White Deer Township, according to the release.

An arrest warrant was obtained, and both Carr and Waldo were charged with Felony Endangering the Welfare of Children. They were arrested on Wednesday, Dec. 3, and taken to Union County Prison in lieu of $75,000 bail, state police said.

The investigation is ongoing.
