The Front Royal Town Council approved changes on Monday to its policy for giving up public rights-of-way to property owners.
Vice Mayor Amber Veitenthal and council members Melissa DeDomenico-Payne, Joshua Ingram, H. Bruce Rappaport, R. Wayne Sealock and Glenn Wood voted in favor of a motion to adopt a rights-of-way vacation policy.
The policy has been amended three times in the past 25 years. The document refers to the process to conduct the vacation and conveyance of rights-of-way, with the town council negotiating a sales price with the applicant. The amendments were drafted to create a fair and unbiased approach in determining the fair-market of the property by defining guidelines for determining the price per square foot.
