Rochester, Minn. – The woman arrested after crashing her vehicle into a city building has pleaded guilty.

Megan Elizabeth Swanstrom, 36 of Rochester, is now set to be sentenced on March 23, 2026, for DWI-operating a motor vehicle under the influence of any amount of illegal drugs, and obstructing the legal process-interfere with a peace office.

Police say Swanstrom was weaving in and out of traffic near Elton Hills Driver NW and Broadway Avenue N and eventually smashed into the City’s Development Services Infrastructure building at 4001 West River Paryway.

Officers say when they took Swanstrom into custody, they heard her say “I am high on meth.”
