DULUTH — People who wish to address the City Council may need to wait longer to say their piece in 2026.
That’s just one of the effects of proposed rule changes city councilors will consider Monday, Dec. 15.
The would-be agent of change is at large Councilor Lynn Marie Nephew, who explained: “I’m a believer in trying new things.”
She sponsored a resolution that could go to a vote Monday. If passed, it would allow for public comment at the beginning of regular City Council meetings, but only regarding items that are on the agenda for council consideration that day. Any resident who wishes to speak on a matter not on the agenda would need to wait to do so until the council has concluded all deliberative action for that meeting.
