The arrests of Quoc Bo Pham and Dung Quoc Pham were part of a targeted initiative to remove non-citizens who pose a significant threat to public safety.

Immigration and Customs Enforcement (ICE), working with federal partners, arrested two Vietnamese nationals, Quoc Bo Pham and Dung Quoc Pham, on July 22 in Westminster, California.

The arrests were made under the Sex Offender Arrest and Removal (SOAR) program, which focuses on removing non-U.S. citizens who pose a significant threat to public safety, especially those with sex offense convictions.
