Authorities have identified 23-year-old Robin Westman as the gunman who shot 19 people, including 16 children, as they attended Wednesday morning mass at Church of the Annunciation in southwest Minneapolis — and the FBI says it is investigating it as "an act of domestic terrorism and hate crime targeting Catholics."
