Speaking during public comment at the Carson City Board of Supervisors meeting Aug. 21, Marshall Bouvier was raw and vulnerable, creating a poignant moment in the board room of the community center.

He spoke of his struggle finding affordable housing in the capital city, living in a motel before taking to the street. He was visibly upset and inquired what supervisors — the city’s elected leaders — had done to help.

Mayor Lori Bagwell asked Carson City Health and Human Services Director Jeanne Freeman to meet Bouvier in the lobby, Freeman recalled. Within five hours he was placed in a home with local nonprofit Spirit of Hope.

“I think the success shows the team rallied,” Freeman said Aug. 26 in an interview with Bouvier, Freeman and other officials.
