MANASSAS, Va. — PETA wants to see the person who left a malnourished dog outside a Manassas animal clinic placed under arrest , offering a $5,000 reward to anyone with information that leads the Prince William County Police Department to a suspect and a felony conviction.

On Thursday, the animal welfare group, short for People for the Ethical Treatment of Animals, shared the PWCPD description of the man who can be seen on surveillance camera footage dropping off the emaciated dog at the Battlefield Animal Clinic in Manassas.
