Phillip Harkins, who murdered a U.S. citizen in 1999, was arrested upon his release from a Florida prison and will be removed from the country.

U.S. Immigration and Customs Enforcement (ICE) has detained Phillip Harkins, a 52-year-old convicted murderer and criminal illegal alien from Scotland, and plans to remove him from the United States following his release from the Florida Department of Corrections on August 18. Harkins is currently being held at the Baker County Detention Center in Macclenny, Florida.

Harkins served a 25-year prison sentence for the 1999 murder of a U.S. citizen during a drug deal. An immigration judge issued a final order for his removal in August 2002.
