POUGHKEEPSIE – Construction on the addition to the Admiral Halsey apartments at 135 Main Street slowed recently as a black tar-like substance began oozing up from the ground, according to one of the tenants. The project is adding 36 units to the rear of the building alongside North Perry Street.

Due to the amount of potentially hazardous materials coming up from the ground, work was halted, and the contractor arranged for an 18-wheel tanker truck to come in so the substance could be pumped into the trailer and hauled away.

Another tenant at the building told Mid-Hudson News that all of the excavated soil on the site is covered with plastic because it has contaminants from a business that was located there several years ago. Mid-Hudson News was unable to find any state records of contam
