MGM Resorts' plan to transform the site of the Empire City Casino in Yonkers is one of several proposals competing for three downstate casino licenses that will be awarded later this year.

Their proposal includes a $2.3 billion investment towards building a larger casino, along with new restaurants, a theater and a parking garage.

Developers say the project is expected to create 2,000 permanent jobs, with the goal of re-opening by 2029.

Louis Theros, president of MGM Resorts’ Northeast Group, joined "Inside City Hall" to discuss their plan.
