Vancouver residents feel effects of city’s tiered water rate system and new higher rates

Jim Johnson usually has a credit when he pays his water bill every two months. Not anymore.

After the city of Vancouver raised water rates earlier this year, the avid gardener’s entire $300 credit was used over a single billing period.

“It just ate it up,” he said.
