A former head of council in the Municipality of Ethelbert repeatedly acted outside of proper governance procedures, authorizing purchases and decisions without council approval and breaching conflict-of-interest rules, according to a new report from Manitoba’s Auditor General.
The August 2025 investigation, tabled in the Legislature, confirmed multiple instances where the former head of council bypassed municipal rules and The Municipal Act. Current municipal leaders provided auditors with what the report described as a “long history of questionable actions” under the previous administration.

Among the most serious findings, the former head of council purchased a vehicle through an online auction in Alberta, arranged reimbursement for his travel, and completed the tra
