Lawmakers in both parties take issue with Trump's use of a 'pocket rescission'

Sen. Susan Collins, R-Maine, who chairs the Senate Committee on Appropriations, said in a statement the president’s action is an apparent attempt to rescind allocated funds without congressional approval. The Office of Management and Budget says the Trump administration is on “firm legal ground."
