VELDA CITY — A man who showed up shot and zip-tied on his neighbor's porch had also been kicked in the head, wrapped in plastic and stun-gunned, according to new charges filed in the incident.

Charges against Jaylen Billups, 28, came Tuesday after North County Police Cooperative officers were able to interview the victim, who underwent surgery and remained intubated for several days.

The incident happened on the afternoon of Aug. 26 when Billups and his father, Albert Myles — the victim's cousin — went to the victim's house in the 6900 block of Glenmore Avenue.

Myles used a stun gun on his cousin, according to police, then restrained the man and put a towel over his head. They then wrapped the man in plastic and tied his hands behind his back with zip ties.
