MADISON COUNTY — A judge on Wednesday denied a request by a man who killed a Metro East pastor in 2009 that he be transferred to a non-secure treatment facility, authorities said.

Madison County Circuit Judge Kyle Napp said Terry Joe Sedlacek, who was found not guilty by reason of insanity in 2015, must remain at the secure Alton Mental Health Center, according to a news release from the county state's attorney's office.

Napp also rejected Sedlacek's alternative request to be given increased privileges at Alton Mental Health such as supervised outings off the grounds, the release said.
