SAINT PAUL, Minn — Work on the roofs and gutters at the McDonough Homes in Saint Paul continues with a new crew after the subcontractors originally hired for the job were charged with wage theft, insurance fraud and tax fraud.

"What was happening on these job sites is basically workers were being paid cash under the table," said Ramsey County Attorney John Choi.

According to court papers, the three owners of Bayvista Inc., Jose, Carrie, and Joseph Hererra, paid their workers between $120 and $200 per day.

But the contract from the Saint Paul Housing Authority stipulated what each worker needed to make.

"We know for a fact that the contractor and the subcontractor knew very clearly that the rate of pay for the roofing should have been $68.54," Choi said.
