Over the past few weeks, the Tricolour has been quietly multiplying across Dublin. We haven’t qualified for the World Cup and nobody’s pretending this is about football. These flags are about something else, though the meaning isn’t always straightforward or comfortable.
Which is why Dublin City Council needs to tread carefully. Clamping down on them would be clumsy. It could inflame tensions. We have seen how quickly flags can shift from decoration to declaration.
