DUBUQUE, Iowa (KCRG) - Mike Van Milligen, Dubuque’s City Manager since January 1993, announced Friday that he will retire in June 2027.
Van Milligen’s announcement comes just months after he was injured in a hit-and-run involving a drunk driver.
“In my time in Dubuque, I have had the honor to work with and work for people of great character,” said Van Milligen. “Entering 2025, I was planning to retire within five years. Coming way too close to being killed by a hit and run drunk driver on March 27, 2025, has caused me to pick a time sooner rather than later.”
Christopher Higgins is charged with serious injury by vehicle, along with leaving the scene of an accident, OWI, and other traffic charges.
Higgins pleaded not guilty in April. His trial is slated to begin September 16.
