MARTINSVILLE, Va. (WDBJ) - Martinsville’s Commonwealth’s Attorney said he’s struggling to obtain all necessary information in his investigation of the circumstances behind former City Manager Aretha Ferrel Benavides’s firing . He is now seeking a special prosecutor for further investigation and potential prosecution.
Last week, the city council voted to turn the findings of an investigation conducted by the Sands Anderson law firm over to Commonwealth’s Attorney Andy Hall to determine if any of its contents warrant a criminal case.
Hall said half of the 28-page report was redacted.
“I can’t base a criminal prosecution, let alone an investigation, on a highly redacted report. It compromises the report in my estimation. If half of the report is gone and is not accessible, I don’t know
