A Norfolk couple who has transformed a former tobacco research station near Delhi into transitional housing for immigrants, refugees and low-income families is asking for some planning changes to make the operation permanent.
Norfolk County approved an application in 2022 from Mike and Sandy Kloepfer, owners Titan Trailers, a manufacturer of custom transport trailers in Delhi, to operate on a temporary basis. The pilot program was created in response to the humanitarian crisis in Ukraine.
Speaking at a public hearing committee meeting on Wednesday, the Kloepfers’ agent, Eldon Darbyson, director of planning at G.
