MINOT — The populist faction that is ascendant in the North Dakota Republican Party is fond of touting their supposed fidelity to the United States Constitution, even to the point of incorporating imagery of that document into their fashion choices and accessories.

It's a sad commentary on the state of public affairs in America today that people walking around with "We the people..." on their T-shirt or bumper sticker might be the least informed as to the provisions in that document.

A case in point:
