It’s a primary election in an odd year, which means only a few Northeast Ohio cities have questions on the ballot.

But in some areas, voters are deciding weighty issues. In Cleveland, where new maps shrink City Council from 17 wards to 15, seven council races are on the line — including Ward 1, where two separate outside investigations found Cleveland Councilman Joe Jones engaged in serious misconduct, including bullying and threatening to kill a staff member. Jones has the Democratic Party’s endorsement.

In Cleveland Heights, voters will decide whether to oust the mayor, who has been embroiled in scandal all year.
