An Indianapolis developer wants to demolish a five-story office building a block north of Gainbridge Fieldhouse and build a new $30-million apartment building and parking in its place at 21 Virginia Ave.

The developer, Virginia Street Capital LLC, is proposing a nine-story tower, with the top four levels dedicated to 72 apartment units and a 306-spot, six-level parking garage on the tower's lower levels, including one level underground. The ground floor would also feature retail space.
