YOUNGSTOWN, Ohio (WKBN) - For 14 months, the city of Youngstown has been developing an Economic Development Strategic Plan. Late Tuesday afternoon city council got its first look at the plan.

The five-page plan was presented to Youngstown City Council's Community Planning and Economic Development Committee. It was prepared by the Columbus-based Montrose Group. It highlights five areas Youngstown needs to focus on when it comes to Economic Development.

First, the city needs to expand its Economic Development Department. Currently, it has just two people. The study did not recommend how many it should have but did state it should meet the size of similar cities in Ohio.

Second, Youngtown needs to enhance its business retention and expansion program.
