CHARLOTTE, N.C. — A man accused of fatally stabbing a 23-year-old Ukrainian refugee aboard a Charlotte light rail train now faces a federal charge that could carry the death penalty.
Decarlos Brown Jr., 34, was charged Tuesday with committing an act causing death on a mass transportation system.
He had already been charged locally with first-degree murder in the Aug. 22 killing of Iryna Zarutska, who had fled war-torn Ukraine in search of safety and opportunity in the U.S.
