Letter: Retired town manager responds to city solicitor controversy

I was astonished to read in Friday’s Daily News that Newburyport has a city councilor who thinks he can substitute his own opinion for that of the city solicitor and doesn’t know whether the city solicitor’s opinion should be valued or not.
