ST PAUL, Minn. — A 21-year-old man with an address in Aitkin is charged with fatally shooting a man at a homeless encampment in St. Paul over an unpaid drug debt.

Court documents outline the charges against 21-year-old Francisco Diaz-Xique, who is accused of shooting the victim seven times at the encampment off Maryland Ave. near Jackson St. around 1:15 p.m. on July 20.

On that day, St. Paul police squads were dispatched to the encampment and found a 36-year-old man lying on his back inside a tent suffering from multiple gunshot wounds. The victim, identified only as SJ, was unconscious, wasn't breathing and had no pulse. Despite the lifesaving efforts of responding officers, the man was pronounced dead on the scene.
