CHARLOTTE, N.C. (WBTV) - In a letter addressed to North Carolina’s Republican Congressional delegation and released to WBTV, Mecklenburg County Chief District Court Judge Roy Wiggins said he would be reviewing local bond policy after the deadly stabbing of a Ukrainian refugee on Charlotte’s light rail.

DeCarlos Brown has been charged in state and federal court with killing Iryna Zarutska, 23, in a random attack on Charlotte’s Blue Line on August 22.

Public outrage and national controversy followed the release of the video of the incident on September 5, with President Donald Trump and other officials calling out Charlotte’s leaders for being “soft on crime.”
