WILLIAMSPORT — A second Lycoming County detective has admitted to failing to use proper police procedure to determine the location of man accused in the 2023 shooting of a retired businessman.

Lycoming Regional Police Detective Justin Segura testified Friday in county court he now knows it is unconstitutional to “ping” someone’s cell phone without a search warrant or court order.
