US Secretary of State Marco Rubio refrained from criticizing Israel over its missile strike on Qatar, saying the priority is to make sure Hamas surrenders and disarms to end the war in Gaza. Rubio spoke alongside Israeli Prime Minister Benjamin Netanyahu in Jerusalem. Rubio heads to Qatar on Tuesday. Israel struck a Hamas compound in Doha on Sept. 9.
