Whitmer's departure comes after The Atlantic this summer reported Govs. Tim Walz of Minnesota and Laura Kelly of Kansas were planning to stop paying dues to the organization amid frustration with the NGA's tepid response to the Trump administration's withholding of some federal funding from states.
